The essence of the rule of law requires the supremacy of the law. The law should have independent authority and be good law. The process of rule of law in our country relies mainly on the promotion of state power. It belongs to the exogenous rule of law process. The legal authority comes from the government authority. The law becomes the tool of national reconstruction and lacks the control of power. Therefore, governing the country according to law must establish the independent authority of law. The law should have independent purposes and values, not just tools for economic development and order maintenance.
