文章在分析了当前军人保险业务管理中存在问题的基础上指出,改进和加强军人保险业务应从政策制定者和执行者两个层次上分别采取措施。就总部和军区级单位保险机构而言,应适当下放伤亡保险金审批权限,扩大保险待遇享受范围,建立伤亡情况通报制度,厘定更加合理的费率比例;对军以下单位财务部门而言,则要加大政策宣传力度,协调好各业务部门间的关系,加强监督检查和业务指导。
Based on the analysis of the existing problems in the management of the insurance business of military personnel, the article points out that the improvement and strengthening of military insurance business should take measures separately from the two levels of policy makers and executors. As far as headquarters and military-level unit insurance agencies are concerned, they should appropriately delegate the authority for examination and approval of casualty insurance benefits, expand the coverage of insurance benefits, establish a notification system for casualties, and determine a more reasonable rate ratio. For units under the military, We should step up policy advocacy, coordinate the relationship among various business units, and strengthen supervision and inspection and operational guidance.
