从许多有关管理的论著看来,几乎都把组织工作的规范归结为通过权威的指挥、高效的机构、完密的规章制度以求人们行动的协调一致,使组织之运行如臂之使指。这种组织工作的规范可以称之为“令行禁止型”,实际生活中所谓“重奖严罚”、立“军令状”、建立“岗位责任制”等都属此型的内容。令行禁止型是保证组织机构正常运行以发挥组织职能的最基本的前提,是一切正常运行的管理组织所不可缺少的,但对人力资源最充分的发挥作用是不够的,因而这只能是最基本的规范而不是最高规范。
From the perspective of many management books, almost all of the norms of organizational work are attributed to the command of the authority, efficient organization, and complete rules and regulations in order to coordinate the actions of the people, and to make the operation of the organization as a signifier. This kind of organizational work can be called the “injunction prohibition type”. In real life, the so-called “reward fines”, the “military order”, the establishment of “post responsibility system” and so on are all of this type of content. Order prohibition is the most basic precondition for guaranteeing the normal operation of the organization to play its organizational functions. It is indispensable for all normal operating organizations, but it is not enough for human resources to function fully. Therefore, this can only be the most basic. The norm is not the highest norm.
