1951年6月,朝鲜战争已经进行了整整一年。一年来,美军接连遭受中朝军队的反击,伤亡惨重,已经看不到胜利的希望,再加上国际国内舆论的强大压力,美方不得不接受中国关于举行停战谈判的建议。中国派外交部副部长李克农、乔冠华一行去朝鲜参加谈判工作。行前,周恩来对谈判工作作了全面的指示,并且引用了一句古语作总结:“行于所当行,止于所不可不止”。
In June 1951, the Korean War has been going on for a whole year. Over the past year, the U.S. military has been repeatedly countered by the Chinese and North Korean armies and suffered heavy casualties. They have seen no hope of victory. Coupled with the intense pressure from public opinion both at home and abroad, the United States has to accept China’s proposal on holding truce negotiations. China sent Vice Foreign Ministers Li Kenong and Qiao Guanhua to North Korea for the negotiation. Before the trip, Zhou Enlai made a comprehensive instruction on the negotiation work, and quoted an old saying: “Do what you should do when you stop and do what you can not stop.”
