上世纪90年代以来,干部援藏工作取得了很大成就:带动了思想观念的更新,调动了各地政府对西藏的全方位援助,为西藏的党政干部队伍注入了新的活力,在深度和广度上拓展了西藏与内地的联系和交流。与此同时,干部援藏工作中也存在一些困难和问题,包括无偿援助方式助长了“等靠要”依赖思想、部分地方强化了计划经济倾向等。在干部援藏政策实施的同时,中央政府和各省市应着力帮助西藏发展人力资本,提高西藏的自我发展能力。
Since the 90s of the last century, great achievements have been made in the work of aid to Tibet by cadres: it has led to the renewal of their ideas and concepts, aroused the assistance of all local governments to Tibet and injected new vitality into the ranks of party and government cadres in Tibet.
