随着国家电网公司配电网工程投资项目的不断增加,对工程精益化管理的要求也越来越高,由于工程管理人员精力有限,工程管理颗粒度和精细化程度难以满足工程实际管理需要。着眼解决“人员短缺”、“项目增加”和“工程造价管控”之间的矛盾,本文以国网重庆市区供电公司为研究对象,提出在配电网工程中实行“统一管理、分级负责”原则,建立工程“直管、分管”制度,在工程实施各环节全面推行标准化管理,将国家电网公司配电网技术导则、典型设计、标准物料、通用造价等标准化建设成果落实到10k V及以下配电网建设改造全过程,全面提升配电网建设改造安全、质量、效率和效益水平,解决大型供电企业配电网工程及造价标准化管理难题。

The technical guidelines of SGCC distribution network, typical design, standard materials, Cost and other standardized construction achievements to 10k V and below distribution network construction and renovation of the entire process, and comprehensively enhance the distribution network construction safety, quality, efficiency and efficiency level, to solve large-scale distribution network project and cost management standardization problems.
