全国保税港区行政管理体制存在单独成立保税港区管委会、与其他行政区功能区合一、隶属所在区(保税区、综合保税区)管委会和实行政企合一行政管理四种模式。本文以广西钦州保税港区的行政管理体制为例,研究了其管理体制现状,分析其区直部门管理下关系交叉复杂、制度成本高等问题,进一步提出了推进财政体制改革、机构设置改革和管理模式改革等对策建议。 There are separately established bonded port area management committees in the bonded port area in the whole country. They are integrated with the functional areas in other administrative areas and are under the jurisdiction of the CMC (Free Trade Zone and Comprehensive Bonded Area) and implement the four modes of administration-enterprise-one administration. Taking Qinzhou Bonded Port Area’s administrative management system as an example, this paper studies the status quo of its management system, analyzes the problems such as the complicated relationship and the high system cost under the management of its direct departments in the district.
