冯小敏的专著《中国共产党基层建设新论》（以下简称《新论》）已经由上海教育出版社出版。该书是一部集作者多年研究成果的著作。作者从“支部建在连上”的我党基层建设的重要历史经验出发，提出在新的历史条件下，党必须根据变化了的执政环境、条件，用改革的精神，探索基层 Feng Xiaomin’s monograph The New Theory of Grassroots Construction of the Communist Party of China has been published by Shanghai Education Press. The book is a collection of author’s many years of research work. Based on the important historical experience of the grassroots-building of our party with its branch building up, this paper proposes that under the new historical conditions, the party must explore the grass-roots level with the spirit of reform according to the changing ruling environment and conditions
