行政评价是源自行政系统内部对行政活动作出的自我评价,通过行政评价可以衡量行政行为的好坏。行政评价的结果伴随着奖励与惩罚,以此来激发行政主体的自我规范和自我约束意识,实现行政主体的自我纠错和自我提高。行政评价作为行政自制理念的实践机制,是在行政自制的框架下构建行政系统内部的评价体系,通过在源头上遏制行政行为的违法或不当,有效地对行政权进行规范。
Administrative evaluation originates from the internal evaluation of administrative activities in the administrative system, and the administrative evaluation can measure the administrative behavior. The result of administrative evaluation is accompanied by reward and punishment, so as to stimulate the self-regulation and self-restraint awareness of the administrative body and realize the self-correction and self-improvement of the administrative body. Administrative evaluation, as a practical mechanism of the concept of self-control, is to construct an evaluation system within the administrative system under the framework of administrative self-regulation. It can regulate the executive power effectively by curbing the illegal or improper administrative acts at the source.
