在国际工程中,承包商采取低价竞标策略,业主名义上不会用标价作为评标的唯一标准而选择最低标价者作为承包商,但在非洲国家,标价还是起着决定性的作用。而在选择咨询工程师时,竞标者也会采取同样的策略,咨询工程师水平参差不齐,设计及合同文件的编制水平可想而知,在施工过程中,变更也就是顺理成章的事情了。在施工行业中,变更管理能力的大小决定了项目目标的成败。不能及时地解决变更会给合同参与方带来时间及成本上的极大损失。众多工程实践证明,及时快速地解决变更不但有利于业主降低成本,而且承包商也可以避免此事件扰乱施工计划及资金流。
In international projects, contractors adopt a low-cost bidding strategy. Owners will not nominate the lowest bidder as the contractor by using the bidding as the only standard for bid evaluation. However, in African countries, bidding still plays a decisive role. In the selection of consulting engineers, bidders will also adopt the same strategy, the uneven level of consulting engineers, design and preparation of contract documents can be imagined, in the construction process, change is a matter of course. In the construction industry, the size of change management capabilities determines the success of the project objectives. Failure to address the change in a timely manner will result in significant losses in terms of time and costs to contract participants. Numerous engineering practices have proved that timely and prompt solution to the change will not only help owners to reduce costs, but also prevent contractors from disrupting the construction plan and capital flow.
