由经济发展水平和社会进步状态构成的宏观环境,是现代远程教育发展的现实基础和发展模式选择的根本依据。知识经济的兴起、高等教育大众化的推进、素质教育的实施、信息技术的革命、学习型社会的构建,为我国现代远程教育的发展构筑了日益丰富的环境资源,同时也构成了一定的环境制约,我国现代远程教育的发展受到环境的双重影响。因此,创建中国特色现代远程教育现实发展模式,必须正确把握目标模式与现实模式、总体特征与阶段性特征、继承中超越与创新中兼容等基本关系。
