发展和状大县城经济是党的十六大和十六届五中全会提出的战略任务,对于增加城乡居民收入、促进城乡协调发展、加快我州脱贫致富奔小康进程具有十分重要的意义．我州是个农业基础薄弱、经济增长缓慢、资源缺乏、财力不足、文化落后、贫困面大的欠发达地区,因此,紧紧抓住发展这个第一要务,以市场为导向,以改革为动力,发挥比较优势,大力发展和构建各县特色的县域经济新格局,不断增强县城经济竞争力,逐步缩小与发达地区的差距,是当前摆在各级政府面前的一项十分艰巨而迫切的任务。
The development and economic development of a large county town is a strategic task proposed by the 16th CPC National Congress and the Fifth Plenary Session of the 16th CPC Central Committee. It is of great significance to increasing the incomes of urban and rural residents, promoting the coordinated development of urban and rural areas, and accelerating the process of getting rid of poverty and getting rich in our country. My state is an underdeveloped area where agricultural foundation is weak, economic growth is slow, resources are scarce, lack of financial resources, cultural backwardness and impoverished areas. Therefore, we should seize the first priority in development and take market as the orientation and reform as the driving force. It is a very arduous and urgent task for all governments at all levels to give play to their comparative advantage to vigorously develop and construct a new county economic pattern featuring each county and constantly enhance the economic competitiveness of the county and gradually narrow the gap with developed areas.
