银南地区各县(市)、各类学校全面贯彻党的教育方针,广泛开展勤工俭学活动,既抓“育人”,也抓“创收”,大力兴办校办产业,取得了可喜的经济效益和社会效益.全地区872所学校开展了不同形式的勤工俭学活动,占中小学校总数的50.2%,吴忠、青铜峡等县(市)开展率达100%;校办工厂发展到53个,第三产业网点133个;建农、林、牧、副、渔实习基地202个,面积6404.25亩,1992年学生在基地实习劳动约28万人次;校办产业职工779人,形成了一支生产、销售、管理队伍,安置了一批待业人员;1992年勤工俭学总产值1426.77万元,纯收入296.87万元,250万元用于补充教育经费不足,缴纳税金35万元;年末固定资产总值502.53万元,流动资金334.4万元,为进一步发展校办产业奠定了较坚实的基础,我们的做法和体会主要有以下几点:
All counties (cities) and schools in Yinnan Prefecture fully implemented the party’s education policy and extensively carried out work-study and drop-out activities. They not only paid attention to “education” but also “income-making” and vigorously established the school-run industry, which achieved gratifying economic benefits. Social benefits: 872 schools across the region have carried out various forms of work-study and drop-out activities, accounting for 50.2% of the total number of primary and secondary schools, and 100% for Wuzhong and Qingtongxia counties (cities); the number of school-run factories has grown to 53, and the tertiary industry 133 outlets; 202 agricultural, forestry, animal husbandry, deputy and fishery training bases with an area of 6,404.25 mu. In 1992, students had 280,000 internships at the base; 779 employees in school-run industries formed a production and sales network. The management team has placed a group of unemployed people; in 1992, the total output value of work-study programs was 14.2677 million yuan, net income was 2.9987 million yuan, 2.5 million yuan was used to supplement educational funds, taxation was 350,000 yuan, and the total value of fixed assets at the end of the year was 5.0253 million yuan. The current capital of 3.34 million yuan has laid a solid foundation for the further development of the school-run industry. Our approach and experience mainly include the following:
