基础教育是提高全民素质的教育,基础教育的均衡发展,是教育公平的客观要求,也是构建和谐社会的必要条件。我国基础教育虽然取得了一定的成绩,但仍然存在着一定的问题。重应试轻素质,重成绩轻立人,教育资源配置的不均衡等问题依然存在,而传统的教育政策在面对一系列问题而又无法较好的解决时,人们开始对教育政策进行反思,发展型社会政策的理念顺应了时代教育的发展需求,并促进了为了社会发展的基础教育。
