我们了解过工商系统中几个网络信息化工作做得比较好的省、市 ,像北京、贵州、无锡等地 ,经济发展水平不一样 ,当地的网络化普及程度也不一样 ,但有一个共通之处 ,就是一把手对这项工作相当关注。“领导重视”是我们在总结一切成功经验的第一条 ,但对网络建设的关注 ,似又不同以往。不同之处在于领导者本人若不深得“网络三昧” ,想重视也无从着手。网络建设好比盖房子 ,所谓土木之工 ,一旦架子搭起来 ,想再改就不容易了 ;特别网络又是一个飞速发展的产业 ,没有任何一种成型的样板。而“领导者的重视”很大程度上就是规划框架 ,拍板投资 ,因此领导者若不能较深入地了解这一行当 ,拍板的手可真要犹豫再三了。 We understand that some provinces and cities with well-done network information work in the business system have different levels of economic development like those in Beijing, Guizhou and Wuxi.
