大多数学者通过分析技术创新投入与产出来表述技术创新的作用。区别于以往把专利要素作为投入指标的研究,把专利分为申请与授权,同时分属投入与产出要素,并以此为基础研究各要素间相互关系。研究发现,R&D、专利与技术转让等技术创新要素不能全部作为内生变量使用。运用卡尔曼滤波的方法可以找到一种度量单一技术创新水平的指标,进而描述中国在经济发展过程中技术创新的演进路程,并证明目前中国的技术创新活动已经遇到了瓶颈。
Most scholars express the role of technological innovation by analyzing the input and output of technological innovation. Different from the previous research on patent elements as input indicators, patents are divided into applications and authorizations, and at the same time they are classified as input and output elements. Based on this, the interrelationships among the various elements are studied. The study found that technological innovation elements such as R & D, patents and technology transfer can not all be used as endogenous variables. Using Kalman filter method, we can find an index to measure the innovation level of a single technology, and then describe the evolution of China’s technological innovation in the process of economic development, and prove that China’s technological innovation activities have encountered bottlenecks.
