1998年10月23日,国家发展计划委员会以计基础[1998]2118号文下发了《关于河南省农村电网改造工程、农电管理体制改革和城乡用电同价方案的批复》,河南省获得项目投资72亿元;1998年9月1日,河南省人民政府以(豫政[1998]41号)文件下发了《河南省人民政府关于加强农村供用电工作的通知》,改革现行的农电管理体制,由省电力局委托市(地)电业局对县级供电企业实行行业代管,对农村电工实行统管,全面拉开了河南省“两改一同价”工作的帷幕.1999年1月22日,国家经贸委召开“两改—同价”工作电视电话会议,河南省人民政府副省长张洪华向全国介绍了河南省农电“两改—同价”工作的经验;之后,国家电力公司发出通知,向全国推广了河南省农电体制改革的经验,1999年3月18～21日,国家发展计划委员会和国家电力公司在河南省郑州市召开了第二次全国农村电网建设和改造工作会议,张洪华副省长再次向全国介绍了河南省“两改—同价”工作的经验,代表们还分组参观了许昌县、温县、偃师市农网改造示范村.

Zhang Honghua, deputy governor of the People’s Government of Henan Province, briefed the whole country on Henan Province’s agricultural electricity “two reforms - same price” work experience; Afterwards, the State Power Corporation issued a notice to promote the country’s rural electricity system reform experience throughout the country. From March 18 to March 21, 1999, the National Development Planning Commission and the State Power Corporation held the second national rural village in Zhengzhou, Henan Province. Power grid construction and renovation At the working meeting, Vice Governor Zhang Honghua once again introduced the experience of Henan Province’s “two reforms—the same price” work to the whole country. Delegates also visited Xuchang County, Wenxian County, and Yanshi City.
