当今正处于航空运输领域高速发展的时期,然而与10年前相比,空中交通环境的复杂情况却与日俱增。如何准确、合理、有效地评估空域资源服务能力将成为实施空域管理和空中交通流量管理、均衡空域系统之间的供需矛盾、提高航班准点率的重要依据。有必要将交通复杂性考虑到空域容量评估中来,代替以往仅以航空器数量作为依据的容量评估方法 ,更加客观真实的反应空域资源的实际服务能力。文章通过对空中交通复杂性与管制员工作负荷之间的关系进行分析,提出了基于空中交通复杂性的扇区容量评估方法。
Today is at a time of rapid growth in air transport, yet the complexities of the air traffic environment are increasing compared to 10 years ago. How to accurately, reasonably and effectively evaluate the service ability of airspace resources will become an important basis for the implementation of airspace management and air traffic flow management, balancing the contradiction between supply and demand and aiming to improve the punctuality of airlines. It is necessary to take traffic complexity into consideration in airspace capacity assessment instead of the capacity assessment method based on the number of aircraft in the past to provide a more objective and realistic response to the actual service capabilities of airspace resources. By analyzing the relationship between air traffic complexity and controller workload, the paper proposes a sector capacity assessment method based on the complexity of air traffic.
