从汉朝起我国对长江洪水灾害就有了简略的记载。隋朝以前,由于我国经济重心尚未南移,长江流域地区没有得到广泛的开发,长江中下游沿江地带人口尚不十分密集,加上两岸分洪蓄水之地也多,虽然洪水泛滥,但损失一般都不十分严重。自唐代开始,由于长江流域地区人口渐密,加之洲潍筑堤围垦活动渐多,水灾才日趋严重,据历史记载粗略统计,自唐代至清朝近1,300年间,长江水灾共223次,其中汉江42次。长江水灾愈到近期愈多,灾情也愈严重,唐代平均18年一次,宋元代平均五六年一次,明清时
