《中华人民共和国食品安全法》首次把食品检验机构资质认定工作提升到法律高度。实行食品检验机构资质认定制度是我国食品安全监管的重要措施之一。目前,我国基层疾病预防控制系统的食品检验机构主要存在着硬件设施建设相对滞后、人力资源相对不足、检测能力有待提升等问题。产生这些问题的因素较为复杂,尤其是经济发展因素。本文试图对问题的现状进行分析,并提出一些建议:首先,应强化政府职能部门的指导,加大对机构建设投入力度;其次,基层疾控系统应当更加重视人力资源开发,使高素质人才不再流失,并充分发挥检验人员的能力;最后,由于我国各地食品检验机构均存在着职能交叉的问题,应当考虑进行有效的资源整合。
The “Food Safety Law of the People’s Republic of China” first raised the qualification of food inspection agencies to the height of law. The implementation of food inspection agencies accreditation system is one of the important measures of food safety regulation in our country. At present, there are mainly problems in the food inspection agencies of the grassroots disease prevention and control system in China such as the relatively backward construction of hardware facilities, the relative lack of human resources and the improvement of testing capabilities. The factors that generate these problems are more complex, especially for economic development. This article tries to analyze the status quo of the problem and puts forward some suggestions: First, we should strengthen the guidance of government departments and intensify investment in institutional construction; secondly, grassroots disease control system should pay more attention to human resources development, so that high-quality personnel And then drain, and give full play to the ability of inspectors; Finally, as food inspection agencies across China have the problem of cross-functional, should consider effective resource integration.
