以水资源的可持续利用保障我省经济社会的全面发展

我省河流众多,水资源总量不少,但时空分布极不均匀,汛期水多,非汛期水少;东部水多,西部水少。要解决水资源时空分布不均与经济社会发展需水之间的矛盾,惟一的途径就是通过兴建水利工程对天然径流进行人为调节。然而,由于历史的原因,我省已修建的水利工程数量十分有限,致使全省水资源利用率远低于全国平均水平。因此,我省目前暴露出来的缺水问题,可以定性为“工程性缺水”。我们深刻认识到肩负的历史使命,紧紧围绕省委确定的“搞好二次创业,实现富民强省”的奋斗目标,认真贯彻中央的治水思路,抢抓国家加大水利建设投入的历史性机遇,从可持续发展的战略高度,以合理配置水资源、提高水资源利用率和保护水环境为核心,切实作好水资源的保护和利用工作,满足广大人民群众和经济社会发展对水利提出的饮水安全需求、防洪安全需求、农业生产用水需求、经济发展用水需求、生态环境用水需求,努力建设节水型社会,大幅度提高水资源的循环利用率,促进人与自然的和谐相处,以水资源的高效利用和优化配置保障 There are many rivers and streams in our province, with a lot of total water resources, but the distribution of time and space is very uneven.
