本文采取规范论证与实证分析相结合的形式,剖析了我国护理人员保险市场发展的现状和问题,指出目前我国护理从业人员保险市场发展潜力巨大,但同时也存在着法规不健全、风险分摊有限、职业保障不足、保险体制缺乏后劲等问题。对此,文章提出发展我国护理人员保险事业的初步战略,即强制化、商业化、多元化、专业化,并提出激活护理人员保险市场的政策实施路径,即:以法律规定强制推行护理职业责任险、大力发展护理人员风险防范商业险、努力培育护理人员保险经纪市场、积极开展护理人员保险教育,降低护理人员保险税率,提高护理人员的保险意识和保障水平。
This paper adopts the combination of normative demonstration and empirical analysis to analyze the status quo and problems of the development of China’s nursing staff insurance market. It points out that there is a great potential for the development of the insurance market for nursing staff in our country, but there are still some problems, such as imperfect laws and regulations, limited risk sharing, Lack of job security and lack of stamina in the insurance system. In this regard, the article proposed the development of China’s nursing staff insurance initial strategy, that is mandatory, commercialization, diversification and specialization, and put forward the activation of the nursing staff insurance market policy implementation path, namely: the mandatory implementation of the legal profession nursing duties Insurance, vigorously develop the risk of nursing staff to prevent commercial risks, and strive to nurture the nursing staff insurance broker market, and actively carry out insurance education of nursing staff, reduce the insurance rate of nursing staff, and improve nursing staff’s insurance awareness and protection level.
