The Tokai area in Japan is a designated area for strengthening earthquake disaster prevention measures. With cooperation of Shizuoka Prefecture, Ministry of Construction Land and Geography Institute decided to use the space of water supply tunnel in Hae-woon-cho, Shizuoka Prefecture to set up high-precision long-distance optical wave extensometer to strengthen crustal deformation observation, a powerful means of earthquake prediction. Unlike previous short-term observations using quartz rods, this method uses a xenon lamp as a light source and crust crustal deformation monitoring with a minimum error of about 1 km and 0.3 mm. Through this it is possible to continuously observe the crustal deformation of the ongoing subduction of the East China Sea in the Surugadai Trough and hopefully it can play a role in the practical application of earthquake prediction. It is generally believed that the detection of crustal deformation by repeated geodesy is one of the important means to capture the earthquake precursors. From the bright
