在世界银行等国际金融机构出资的基础设施建设项目中,随着项目管理模式的不断提升和对投资成果的日益关注,基于产出和性能的道路合同(OPRC)模式及其衍生模式,逐步成为出资方和业主的重要选择之一。依据道路合同完成后的道路品质和性能决定向承包商支付的费用金额和方式,是中国承包商近年来比较多见的一种合同安排,也产生了很大的风险。本文通过对境外实施OPRC项目实例的分析,探究此类模式下项目风险管理的要素及应对措施。
In infrastructure projects financed by international financial institutions such as the World Bank, with the continuous improvement of the project management mode and the increasing concern about the investment results, the roadside contract (OPRC) model and its derivative model based on output and performance gradually become One of the important choices for sponsors and owners. According to the road contract after the completion of the road quality and performance of the contractor to decide the amount of fees and the way the Chinese contractors in recent years more than a contractual arrangement, but also had a great risk. Through the analysis of the overseas implementation of OPRC project examples, this paper explores the elements and countermeasures of project risk management in this mode.
