On April 25, 2014, SpaceX announced that it has filed a lawsuit with the U.S. Federal Court of Claims challenging the fairness of bulk purchase contracts for the first progressive incase launcher (EELV) projects between the U.S. Air Force and the United Launch Alliance (ULA). SpaceX filed a lawsuit claim that 36 rocket launch services contracts signed by the Air Force and the ULA at the end of 2013 have not been subject to public bidding, resulting in ULA becoming a monopoly supplier to the EELV project. The contract signing process is not fair.
