比较利益机制、制度制约与思想教育在影响人的思想行为中的地位作用,利益机制都始终处于基础地位,发挥根本作用。制度制约和思想教育是在利益机制的基础上派生出来的,居于从属地位并为它服务的手段,离开利益机制,它们就没有理由存在。比较这两种手段,制度制约对人思想行为的影响又具有根本性。因为。制度制约是利益机制的直接实现方式,是解决思想转化为行动这个主要矛盾的主要手段,能够部分地承载思想政治工作的职能,具有思想政治工作无法比拟的强大的教育功能。制度制约的根本性归根到底来源于利益机制的根本性,前者受后者的制约并被后者所决定。思想教育与前两者相比则处于从属地位,发挥重要的辅助作用。思想政治工作仍然是我党我军的“生命线”,只能加强,不能削弱。
