处于国家与社会交界面的基层政府,承接着来自政治系统内部的双重“委托—代理”关系,分别基于理性官僚制逻辑与政治承包责任制逻辑。这两种逻辑间的内在冲突导致了基层政府在任务与资源之间的不匹配,这种张力随着政府管辖领域的扩展和“嵌入”社会程度的加深而持续加剧。面对这种结构性困境,基层政府只能在有限的、既定结构空间内发挥其能动性,通过减少任务量,整合拓展资源等多种组织策略去相机地应对。在风险倒逼的治理情景下,基层政府开始主动关注民众诉求与公私权力的互动,但这距离双向平衡的“责任型政府”还有相当距离。
The grass-roots government at the interface between state and society undertakes the double “entrust-agency” relationship within the political system, based on the logic of rational bureaucratic logic and political contractual responsibility respectively. The inherent conflict between these two kinds of logic led to the mismatch between the tasks and resources of the grassroots government. This tension intensified with the expansion of government jurisdiction and the deepening of the social level of “embeddedness.” In the face of this structural dilemma, the grassroot-level government can only exert its initiative in a limited and established structural space and respond to the camera by various organizational tactics such as reducing the amount of tasks and integrating and expanding resources. Under risk-forcing governance scenarios, the grass-roots governments have begun to take the initiative to pay attention to the interaction between public appeals and public-private rights. However, there is still a long way to go in order to balance the two-way balance of “responsible government.”
