教师管理实行全员聘用制已经在我国许多地方推开,它实施的宗旨是让教师队伍中不合格者离开,留住和吸收优秀者并带动其他相关不适应教育发展的体制的改革创新,最终促进教育事业健康、有效地发展。其中最值得广大教师关注的是“末位淘汰制”。但是,笔者发现,实行“末位淘汰”制以来,没有多少不合格者离开教师队伍,倒是发现许多优秀者离开了教师队伍,即出现了“首位淘汰”现象。
The implementation of the full-time employment system for teacher management has been promoted in many parts of the country.
