空中交通管理在现代航空运输体系中具有核心作用,其应急响应能力在应急救援中决定着受灾地区航空运输系统效用的发挥。文中由Delphi法建立了空域移交接收方的评价指标体系,采用层次分析法确定了各指标值及权重,并建立了空域移交多指标灰色关联决策模型。利用此模型对我国某空域周边区域接收能力进行了评价,最终确定了此区域应急响应下的空域移交决策。文中的研究方法能有效反映空域移交接收方的能力,具有较强的理论价值和可操作性,为民航局和各地区空管局制定应急状况下的空域移交方案提供了理论依据。
Air traffic management plays a key role in the modern air transport system. Its emergency response capability determines the effectiveness of the air transport system in disaster-stricken areas in emergency rescue. In this paper, the Delphi method was used to establish the evaluation index system of airspace handover receiver. The analytic hierarchy process was used to determine the index values and weights. A multi-index gray relational decision model was also established. This model is used to evaluate the receptivity of a region around airspace in our country, and the decision of airspace handover under the emergency response is finally determined. The research methods in this paper can effectively reflect the ability of airspace transfer recipients, and have strong theoretical value and maneuverability. This provides a theoretical basis for the Civil Aviation Authority and regional air traffic control authorities to formulate plans for the transfer of airspace under emergency conditions.
