随着承包经营责任制的逐步完善,特别是《企业法》等一系列法规实施以来,厂长责任制得到了进一步明确,对于实现经营权与所有权分离、促进企业走上自主经营、自我发展的轨道,起到了极其重要的作用。然而,由于部队企业管理人员素质差和企业内外环境多变性、复杂性及互相制约的矛盾的影响,目前部队企业普遍出现了管理不善、成本增加、利润降低的现家,它成为制约企业正常运行、发展和提高效率的一大障碍,这不能不引起各级主管部门的重视。
