“科学技术是生产力、而且是第一生产力”。但是,科学技术本身只是一种知识形态的潜在的生产力,只有完成其物化过程,才能成为现实的直接的生产力,发挥其对经济发展的推动作用。因此,在促进科技发展的同时,抓好科技成果向生产力的转化,是至关重要的一环。据统计,1980年以来我国共取得11万多项重大科技成果,但其中真正获得大面积推广应用并取得规模经济效益的还不到15%,在经济增长中,科技进步因素只占30%左右。科技成果推广慢已成为我国经济发展的一大障碍。
“Science and technology are productivity, but also primary productivity.” However, science and technology itself is only a potential productive force of an intellectual form. Only through the completion of its materialization can science and technology become the immediate and direct productive forces of reality and play its catalytic role in promoting economic development. Therefore, at the same time of promoting the development of science and technology, it is a crucial link to do a good job of transforming the scientific and technological achievements into productive forces. According to statistics, over 110,000 major scientific and technological achievements have been made in our country since 1980, but less than 15% of them have really gained large-scale popularization and application and achieved economies of scale. In the economic growth, the factor of scientific and technological progress accounts for only about 30% . Slow promotion of scientific and technological achievements has become a major obstacle to China's economic development.
