当前我国报业管理体制是与社会主义公有制为主体的经济基础相适应的,属于社会政治、经济、文化制度的一个组成部分。只要社会主义公有制为主体的经济基础不变,作为上层建筑性质的报业管理体制的基本职能也决不会改变。但是,管理体制的组织制度绝非一成不变,即使在单一的计划经济时代,为了更好地给计划经济服务,报业管理体制也总是在不断地适应,不断地改进的。在向市场经济转换过程中,为了适应商品经济的基本规范,报业管理体制势必会有更大幅度的变化。逐步建立和完善报业集团机制,以增强我国报业经济的实力,便是我们今天可以预测到的管理体制的一项重大变化。研究这种行将出现的变化,有利于我们对未来新闻事业的发展萌发一点超前意识,产生一些创造性的构想,以便更好地适应未来报业的经营管理工作。
At present, China’s newspaper management system is compatible with the economic basis with the socialist public ownership as the main body and is an integral part of the social political, economic and cultural systems. As long as the economic foundation with the socialist public ownership as the mainstay remains unchanged, the basic functions of the newspaper administration system as a superstructure will never change. However, the organizational system of the management system is by no means immutable. Even in the era of a single planned economy, in order to better serve the planned economy, the newspaper management system has always been constantly adapting to and constantly improving. In the process of conversion to a market economy, in order to adapt to the basic norms of the commodity economy, the press management system is bound to undergo even more radical changes. To gradually establish and perfect the newspaper group mechanism so as to enhance the strength of our newspaper economy is a major change in the management system that we can predict today. Studying this impending change will be conducive to our vigorous advancement in the development of journalism in the future and to the creation of creative ideas that can be better adapted to the operation and management of future newspapers.
