政府提供公平的基础教育,是整个世界教育发展的趋势,保证每个中小学生都有书读是政府的应尽之责,任何善意的、较为文明的政府都可以认为自己具有或应该具有比其所统治的普通人高的教化水平,但是,这并不意味着基础教育就只能由政府部门来垄断提供,因为中国地域辽阔,政治、经济发展不平衡的现状,个体教育需求差异,以及政府有限的财力等原因,决定了政府现阶段的基础教育投入难以有效满足全国各地的需求。这迫使我们需要在政府之外去寻求新的补助力量。
