河南郑州市总工会政研室报道为规范劳动用工行为,保护劳动者和用人单位的合法权益,促进劳动关系和谐稳定,郑州市拟出台《郑州市劳动用工条例》,公开向社会各界广泛征求意见。《条例(征求意见稿)》主要内容和特点:一是明确了适用范围。全市行政区域内的企业、个体经济组织、民办非企业单位、基金会以及会计师事务所、律师事务所等组织与劳动者建立劳动关系,适用本条例。国家机关、事业单位、社会团体和与其建立劳动关系的劳动者,依照本条例执行。二是规范人力资源中介服务行为。明确了人力资源中介服务组织的许可制度及设立条件,规定了人力资源中介服务组织的禁止性从业行为以及法律责任,
