共產黨和蘇維埃政府對於工資組織的改善以及使勞動人民的公共利益與個人利益相結合的、最完善的工資形式之推行,表示着經常的关怀。按所消耗的勞動數量和質量付酬的社會主義原則,鼓勵人們提高熟練程度,掌握先進技术,提高勞動生產率,以鞏固祖國的經濟威力、提高人民的物質福利。工会的任务是在不斷協助各企業改進工資組织,製訂並推行最完善的工資制度。要完成這個任務,工廠委員會和工會地方委員會所屬工資委員會应起積極的作用。我們自己的工作經驗證明:祇要工會積極工作,就能幫助工廠委員會推廣先進的勞動報酬形式和進步的技術生產定額、消除妨害提高勞動生產率的缺
The Communists and the Soviet government have expressed constant concern for the improvement of the wage-based organizations and the implementation of the most complete forms of salaries that combine the public and private interests of the working people. According to the socialist principle of paid labor and quality, people should be encouraged to improve their proficiency, acquire advanced technologies and raise labor productivity so as to consolidate the economic power of the motherland and enhance the material well-being of the people. The task of trade unions is to continually assist enterprises in improving their wage-setting organizations and formulating and implementing the most comprehensive wage system. To accomplish this task, the factory committee and the wage committee of the local committee of the union should play a positive role. Our own working experience proves that as long as the trade unions work actively, they can help the factory committees to promote advanced forms of labor remuneration and improved technical production quotas and eliminate the obstacles that hinder the improvement of labor productivity
