法兰西第一、第二帝国时期全民投票活动的民主正当性一直受到普遍怀疑,被认为是谋求个人政治权力的一种手段,然而,从某种程度上说,这些活动体现了法国大革命时期的公民投票思想仍然拥有广泛的合法性基础。帝国理论家所提出的公民投票式共和主义观念,是现代公民投票理论的重要思想来源之一。与法国大革命时期的公民投票相比,帝国时期的全民投票在方法上更加具有可操作性,为法兰西第四、第五共和国时期公民投票制度的进一步发展奠定了基础。
The legitimacy of the democratic legitimacy of the referendum activities during the First and Second Reign of France has been universally questioned as a means of seeking individual political power.
