对外开放在福建省经济工作全局中占有极为重要的位置。改革开放以来特别是“九五”时期,我省对外开放工作取得很大成绩。据统计,至2000年底,全省累计合同利用外资639亿美元,实际到资340亿美元。其中,“九五”期间合同利用外资256亿美元,实际到资203亿美元。“九五”期间,外商投资企业固定资产投资占同期全社会固定资产投资的30％左右,实现的工业增加值占全省工业增加值的60％,安排的就业人数占全社会就业人数的25％,税收占全省税收总额的27％,出口约占全省出口总额的60％。据有关部门测算,外商实际到资每增长1％,可带动国内生产总值增长0.1％,外贸出口每增长1％,可带动国内生产总值增长0.28％。可以说,没有对外开放,福建在全国就不可能有现在这样的位次,也不可能有今天这样一个良好的发展态势。

According to statistics, by the end of 2000, the accumulated contractual utilization of foreign investment in the province amounted to 63.9 billion U.S. dollars, and actually reached 34 billion U.S. dollars. Among them, the contract utilization of foreign capital was 25.6 billion U.S. dollars during the “Ninth Five-year Plan” period, and actually reached 20.3 billion U.S. dollars. During the Ninth Five-year Plan period, the investment in fixed assets by foreign-invested enterprises accounted for about 30% of the total social fixed assets investment in the same period, and the industrial added value accounted for 60% of the total industrial added value of the province. The number of employed people who arranged employment accounted for 25% of the total employment of the whole society %, Tax revenue accounted for 27% of the total tax revenue, exports accounted for about 60% of the province’s total exports. According to the estimates of relevant departments, for every 1% increase in foreign capital actually contributed by foreign investors, it can boost the GDP growth by 0.1% and each increase of 1% in the export of foreign trade can lead to an increase of 0.28% in the GDP. It can be said that without opening to the outside world, it is impossible for Fujian to have such a place in the country now and to have such a good development trend today.
