由于住宅产品特质与我国在城市住宅建设中形成的体制性原因,各地新建住宅质量问题层出不穷,有关新建住宅质量问题的消费者投诉也呈上升趋势,对现行新建住宅质量管理体制进行反思与重构势在必行。本文基于多元合作治理的视角,结合我国新建住宅质量管理体制发展沿革,分析现行住宅交付前后各相关主体的质量责任与义务及存在的问题,提出了构建我国城市新建住宅质量管理体制创新的政策建议。
Due to the characteristics of residential products and the institutional reasons for the formation of urban housing construction in China, the quality of newly-built residential buildings in various places are constantly emerging. Consumer complaints concerning the quality of new residential buildings are also on the rise. The current quality management system of new residential buildings is introspected and reconstructed Imperative. Based on the perspective of diversified cooperative governance, combined with the development of new housing quality management system in our country, the author analyzes the responsibility, obligation and existing problems of the related parties before and after the delivery of existing residential buildings and puts forward some suggestions on how to build a new domestic residential quality management system .
