黄河“96.8”洪水洪峰流量不大,但黄河下游水位高、出险多、灾情重。其原因是主河槽淤积严重,不仅与长期淤积抬高有关,尤其与当年洪水前期的小流量高含沙来水造成主河槽淤积关系密切。提出应开展泥沙的场次洪水和年际间的优化调度,综合考虑水库与河道的泥沙冲淤情况,通过水库的水沙联合优化调度,塑造理想的洪水与泥沙过程,避免出现小水大沙和大水小沙现象,充分利用水流的输沙能力和淤滩刷槽的特点,实现洪水的减淤效益最大化。
