From February 1959, the party and the government built a large number of workers’ houses in several new industrial districts on the outskirts of Shanghai, and many public buildings were constructed accordingly. We now introduce two elementary school programs for readers’ reference. The preliminary design of these two programs is a project for all the female comrades of the Second Design Office of the Civil Construction Design Institute of Shanghai City to offer gifts to the “March 8th” festival, and therefore has considerable political significance. The design plan is based on the 1958 Class 24 primary school quota provided by the Shanghai Municipal Bureau of Education. It is a “two-part system,” with a maximum capacity of 24 classes and 1,296 students. It is basically divided into classes and classes in the afternoon, with some overlapping. It will gradually transition to “one system” as the country’s economic capacity grows. It can be changed to 15 classes in the future, with more than 40 students in each class, and the number of students will be halved. Existing residential area
