核与辐射恐怖事件发生的潜在危险时刻存在。城市轨道交通(包括地铁和轻轨)作为人流高度密集、运行环境复杂的公共交通运营系统,一旦发生恐怖事件,极易出现群死群伤等严重人员伤亡后果,并造成恶劣社会影响。本文结合轨道交通实际环境,分析了轨道交通核与辐射恐怖事件的形式特征与可能后果,提出了加强放射源的安全控制与管理、巩固轨道交通环境现有安全防范措施和构建轨道交通环境辐射监测网络等轨道交通核与辐射恐怖事件的防范要点。
Potentially dangerous moments of nuclear and radiation terrorist incidents exist.
