我县东临黄海,为海相沉积平原缓坡地区。盐河以东地面高程1.5~2.5米以下土质均为厚约7~10米的压缩性软粘土层,标准贯入击数小于1击,天然含水量一般为12~18%,承载量每平方米约4吨,属软基范围。在这种地基上兴建水工建筑物,必须进行人工处理。过去我县人工地基处理大多沿用砂垫层法。但由于受到砂源和经费的限制,后来,逐步改用粘土垫层法,即先挖掉基础底面以下一部分软弱的天然土层,以人工回填粘土分层夯实,使土层厚度和密实度达到设计要求,从而形成人工地基。
