三峡枢纽工程投资实行“静态控制、动态管理”的管理模式。为科学管理动态投资,三峡办会同三峡总公司,委托中介机构分期编制《三峡枢纽工程价差计算办法》,并承担分年度价差报告的编制工作。从价差计算范围、原则、依据、计算基期、计算方法、审批程度,以及价差计算公式、主要参数的选取等几个方面进行了总结。价差计算成果表明,其控制投资的效果良好。结合三峡枢纽工程价差计算的实际,对基本建设工程项目的价差计算提出了几点建议。 Three Gorges Project investment to implement “static control, dynamic management ” management mode. For the dynamic investment in scientific management, the Three Gorges Project Office will work with the Three Gorges Project Corporation and the entrusted intermediary agencies to prepare the “Method for Calculating the Spread of the Three Gorges Project” in phases and also undertake the preparation of annual spread reports. This paper summarizes the range, principle, basis, calculation base period, calculation method, examination and approval level, spread calculation formula and the selection of main parameters. The result of the spread calculation shows that the effect of controlling investment is good. Combined with the actual calculation of the spread of the Three Gorges Project, some suggestions are put forward to calculate the spread of capital construction projects.
