我国从1998年起开始实施住房制度改革,到现在大体上形成由住房公积金制度、经济适用房制度和廉租房制度三部分构成的住房社会保障体系。本文着眼于我国住房保障的现状,分析当前住房保障制度存在的缺陷如立法上的缺失,经济适用房保障对象的错位,廉租房建设不足,住房公积金管理、运作成本高、效率低等问题,结合相关国外成功的住房保障经验特别是发达国家和地区的经验即由政府制订计划,直接或间接地参与到房地产市场中,保障中低收入家庭的住房需求,为构建当前我国住房保障体系及具体的操作问题做出一些探索。
