在缺乏法治传统的中国,法律解决城镇化过程中的行政纠纷的能力越来越受到质疑,似乎行政纠纷的法律解决机制正成为一块用之不便,弃之可惜的"鸡肋".本文指出为了有效解决城镇化以来日益增多的行政纠纷,必须完善现有法律解决机制,同时完善法律机制同非法律机制的衔接,走出进退两难的困境.
