After Japan launched the war of aggression against China, because of its strong propaganda and enlightenment function, the newspaper was incorporated into the national wartime system and evolved into a propaganda tool for consolidating the ruling class’s right to speak. In this process, the press, as an integral part of the “general warfare,” has gradually been incorporated into the framework of the wartime regime established by the government authorities and its own wartime system has also been established and perfected. The establishment of the system of wartime statements in the press was an active response by the press to the political demands of Japan’s ruling class during the war. The main body of its implementation included government authorities, the audience and the press itself, but the press itself was the internal force that played a decisive role.
