针对流域梯级水电站联合调节产生的发电补偿效益的合理分摊对流域开发和梯级电站联合运行具有重要影响,在分析现有各种分摊方法的基础上,提出了补偿效益分摊的群体一致协调规划法。首先从个体出发构建以单个电站分摊比例最大为目标的线性规划模型,得到个体偏好权重向量;再以个体偏好权重向量的夹角余弦和最大为原则给出求解各分摊原则群体权重的方法;最后通过协调规划分摊模型确定各电站的分摊比例。以我国某流域梯级电站为例进行补偿效益分摊计算,结果表明群体一致协调规划法用于流域梯级补偿效益分摊公平、公正,且易于被各方接受。
The reasonable apportionment of power generation compensation benefits arising from the joint regulation of cascaded hydropower stations has an important impact on basin development and joint operation of cascade hydropower stations. Based on the analysis of various existing apportionment methods, a coordinated and coordinated community planning method is proposed. Firstly, a linear programming model aiming at maximizing the proportion of single power station is constructed and individual preference weight vectors are obtained. Finally, a method of solving the weight of each group of sharing principles is given based on the principle of the included cosine and the maximum of individual preference weight vectors. Finally, Through the coordination of planning and sharing model to determine the proportion of each station’s share. Taking a cascade hydropower station in our country as an example, the calculation of the compensation benefits is carried out. The results show that the group coordinated planning method is applied to the fair, just, and easily accepted by all parties.
