按照建立“产权清晰、权责明确、政企分开、管理科学”的现代企业要求,企业如何在生产经营活动中自主承担起职业安全健康的全部责任,建立自我约束的安全管理机制,使企业的安全管理从传统经验型向现代化的科学管理型转变,迫切需要建立一套完善的职业安全健康管理体系,建立新的企业安全文化,实现清洁生产,是先进文化的表现,也是企业追求的目标。本文通过石钢公司建立OSHMS的工作实践,探索和研究大型国有企业在建立OSHMS过程中的几个问题。
In accordance with the requirements of establishing a modern enterprise with “clear property rights, clear powers and responsibilities, separation of government from enterprise and management science”, how to take full responsibility for occupational safety and health in production and business activities and establish a self-restraining safety management mechanism so that enterprises The shift from traditional empirical mode to modern scientific management mode urgently requires the establishment of a sound occupational safety and health management system, the establishment of a new enterprise safety culture and the realization of cleaner production as a manifestation of advanced culture and an objective pursued by the enterprises. In this paper, through the practice of setting up OSHMS by Shi Gang Company, this paper explores and studies several issues in the process of establishing OSHMS for large state-owned enterprises.
