建立现代企业制度,搞活国有大中型企业,需要一大批政治素质好、经营业务精、协调能力强的经营者,企业干部人事制度也相应地面临着重大改革的紧迫任务。 当前,企业干部人事制度改革的目标是:以邓小平人才思想与干部人事制度改革思想为指导,以党的干部路线和国家的有关法律法规为依据,按照党管干部的原则和现代企业制度的要求,建立以产权关系为纽带的管理主体统一、对象明确、机制完善、程序科学的新的管理制度,为推动企业改革和发展,促进国有资产保值增值,提供坚强有力的组织保证。为实现这一目标,尽快建立现代企业制度中的人才竞争机制和干部管理体制,必须切实抓好以下几方面的工作。 1、解放思想,转变观念,考虑人的角度要深化 干部人事制度改革,是涉及千千万万人的切身利益的大事情。在实际操作中,首先会遇到人的阻力,特别是会受到各种陈规陋习和错误的用人观念的障碍。所以,邓小平主张用
