Name of project: Duobaoshan Cement Clinker Production Base Project in Nenjiang County
Content and scale of project: 20,000t/y cement clinker production line will be built. 620 tons of cement clinker can be produced each year.
Project overview: Northwestern part of Heilongjiang Province (Heihe, the Great Khingan Mountains, Daqing and Qiqihar) has a population of 10.6 million and consumption of cement in 2008 stood at 7.50 million tons. Demand for cement clinker is 5.20 million tons (0.7), but the total annual output in that region is only 2 million tons and the gap is 3.2 million tons. After completion of the Phase I of the project, the gap between supply and demand can be eliminated basically. With economic development and increase in investment on fixed assets, demand for cement will increase accordingly. Rejection of outdated production facilities and depletion of resources of existing enterprises also provide certain market space for the project. In addition, cement is in short supply in Russia and the product can be exported to Russia. The project can be built by two stages. According to the actual conditions of the cement market in Heilongjiang Province, two cement clinker production lines with a production capacity of 5,000 tons/day can be built in the first phase. After market demand has increased, a cement clinker production line with a production capacity of 10,000 tons/day can be built.
Estimated investment and source: Total investment in the project is US$260 million, including US$146 million in Phase-I project investment and US$114 million in Phase-II project investment, with the ratio of bringing-in investment negotiable.

Estimated economic benefit: After the project is put into production, the annual production value will be RMB 1.76 billion, and the annual tax paid and the annual profit will be RMB 180 million and RMB 230 million respectively.

Content and scale of project: The production capacity is 30,000 tons of alkali-free glass fiber each year.
Project overview: By using existing facilities, the company will build a furnace drawing production line based on updated technology. As one important base material of inorganic nonmetal material, alkali-free glass fiber is featured by good electrical insulation performance, high performance, corrosionresisting property and good healing property. At present, many enterprises producing this product are located at central and coastal China. There are no furnace drawing production lines in northeastern China at present. Enterprises engaged in auto, petrochemical and mechanic industries in northeastern China have a stable and large demand for glass fiber. Considering the national policy of rejuvenating the industrial base of Northeastern China, implementation of the project will result in high financial, social and economic benefits. Proposal book for the project has been compiled and environment evaluation report has been examined and approved basically by Heilongjiang Environment Protection Bureau. Fund is being raised at present. Most of the products are sold in Northeastern China and a small proportion of them will be exported.
Estimated investment and source: Total investment in the project is US$38.9 million, including US$16.94 million raised by the company itself by means of factory, technology and capital investment. The company plans to absorb an investment of US$21.96 million by means of capital and equipment investment.

Content and scale of project: The production capacity is 50,000 tons of industrial silicon per year.
Project overview: The silicon mine is located in the outskirts of Jianshan Village of Huanshan Town. Exploration shows the total reserve is more than 4 million tons. The SiO2 content is 96-98%. The mine proves to be high-quality silicon mine. Water and power can be supplied conveniently and the mine also enjoys very good traffic and communication conditions. Mining conditions are very good. Ore can be mined by open work. The mine can provide sufficient high-quality industrial raw material for glass plant, power plant and ferrosilicon plant. Ferrosilicon plant can be set up directly at Huanshan Town of Luobei County and enjoys a promising prospect.

Name of project: Graphite Deep Processing and Construction Project in Luobei County, Hegang City
Content and scale of project: The annual production capacity is 5,000 tons of superfine graphite micropowder and 5,000 tons of graphite used to produce battery.
Project overview: Superfine graphite micropowder is made by grinding high purity graphite. The graphite is grinded into superfine powder with the diameter of powder at 2-4um or 4-75um and the purity at 99-99.99%. The superfine graphite micropowder serves as key raw material in many hi-tech fields. Demand for superfine graphite micropowder in both domestic and foreign markets has been increasing. Graphite in fuel battery, graphite is mainly used as bipolar plate of fuel battery or carbon paper that serves as carrier of catalyzer. As the bipolar of fuel battery, graphite has good conductivity, and the capability of resisting corrosion. Materials frequently used as polar plate include grooved graphite plate, stainless steel plate and titanium plate. Among them, graphite has the best comprehensive performance.
